Decisions: 

Stage 3 report
1.The stage 3 report will be revised to reflect discussion at the meeting, and circulated to the Panel via the closed list for further comment.

2.The report will be released by 16 February, with a closing date for submissionsof 16 March.

Next meeting
3.The next Panel meeting will be at Corrs Chambers Westgarth in Sydney on 28 February 2001.

1 Confirmation of 29 November minutes
Panel members confirmed the minutes from the meeting on 29 November 2000, previously circulated via the closed list.

2 Stage 3 report - discussion of model proposed by the sub-group
The Panel discussed the draft Stage 3 report, which was prepared by a sub-group comprising the Chairs and Rob Anderson, Matt Healy, Tony Hill, David Howarth and Bruce Tonkin.

The Panel noted that the report emphasised a multiple registries model without providing much explanation of the alternative, single registry model.   The Panel agreed that the report should put forward both models, without recommending either one at this stage.

In addition to some minor editing and revision, it was agreed that the following sections would be added to the report:

  • more explanation and argument in relation to the single registry model;
  • introductory text regarding competition policy;
  • executive summary to highlight the key issues; and
  • glossary of terms.

3 Stage 3 report – timing and next steps
The aim is to release the stage 3 report for public consultation by 16 February,with a closing date for submissions of 16 March.  Panel members agreed to continue to discuss and revise the report via the mail list. The release of the report is to be coordinated with the release of the Names Panel Report and auDA will issue a press release at that time.

4 Coordination with Name Policy Advisory Panel
Panel members were advised that the three Panel chairs and six common Panel members and the secretariat, met on 31 January to discuss areas of overlap and possible coordination of public consultation efforts. Ian Johnston tabled a paper he drafted for the joint Panel meeting, which proposed a number of possible public consultation mechanisms that could be undertaken by auDA and the Panels.
