The previous Minutes of 5 June 2008 meeting were noted and confirmed.

 

1.  Issues Paper Submissions for Review:

The panel noted there was a poor response in numbers of submissions received to the issues paper.   However all are relevant.  The submissions were reviewed.

Abandon the competitive registry model and make auDA the registry operator

The Panel’s view is No.

auDA to set registry prices and service levels, and seek tenders accordingly.

·  The Panel’s view is that the current model should be maintained and the tendering process administered by auDA. 
·  The Panel’s view is that the current term should be extended from 4 years to 6 or 8 years with a technical refresh every 2 years. 
·  The Panel agreed a recommendation to go to the auDA Board for auDA to approach AusRegistry to renegotiate and extend the current contract subject to mandatory requirements to technical refresh, review etc.  If the current contract is not extended, it should then go to tender for 2010.

only Australian entities should be allowed to apply for registrar accreditation,

The Panel’s view is No however entities must be registered to conduct business in Australia.

Allow or prohibit single ownership of multiple registrars

The Panel’s view is that there should be restrictions to prevent any one entity having multiple access channels to the registry.

 

Registrar accreditation - fees and other barriers.

The Panel’s view is:
· No changes to accreditation
· No changes to fee structure
· No changes to yearly registrar fees.

mandate that registrars must send domain name renewal notices to registrants

The Panel’s view is that there should be a definite list of registrar functions. 

formalised system of penalising registrars who breach the Registrar Agreement

The Panel’s view is Yes – auDA should implement penalties for breaches of accreditations, penalty structure to be discussed/agreed.

extent to which registrars should be allowed to participate in domain-related activities other than the core business of registering domain names for registrants

The Panel’s view is silent at this stage

2c.  Reseller issues

The Panel’s view is No recommendation  at this stage.

centralise the password recovery process through auDA or AusRegistry?

The Panel’s view is:
·  No recommendation re; changes to the Transfer’s policy.
·  No recommendations re; the password recovery process.

3.  Panel timing:

The panel agreed the following timing:
·  Next discussion paper to be drafted and posted on the panel list and issued for public comment early September.
·  Next meeting (4 September 2008) will be held only if further discussion is required prior to paper being issued for public comment.
·  October meeting – review public comments and prepare recommendation for auDA Board.
