Discussion:

Process for future consideration of new 2LD proposals by auDA
The Panel discussed the re-drafted paper. The following comments were made:

  • As a general principle, proposals for new 2LDs should serve the broad public interest and be non-proprietary. Although a new 2LD might have the side-effect of delivering a benefit to a particular organisation or individual, that should not be the primary motive behind the proposal.
  • Proposers should be required to waive any rights in the proposal; this would be reinforced by the act of publishing the proposal on the auDA web site, ie. the proposal would be in the public domain.
  • It is not the role of the Advisory Panel to modify or amend proposals directly. The Advisory Panel should "reject with reasons", which enable the proposer to modify their proposal and re-submit it if they wish.
  • Whilst a proposer is likely to be in a better position than the Advisory Panel to assess the needs of its own user group in relation to a new 2LD, it is incumbent on the proposer to provide sufficient evidence. It is not sufficient merely to assert that the need exists.
  • It was agreed that there is no justification for rejecting a new 2LD that otherwise meets the selection criteria, on the basis that it might affect the viability of an existing 2LD (eg. if a large number of registrants was likely to move from an existing 2LD to the new 2LD). CP recorded her dissension.
  • More work will be done on the Attachment to the paper, intended to map the selection criteria to the broader policy issues outlined in the Interim Report. It was agreed that as much guidance as possible should be provided to prospective proposers.

Evaluation of new 2LD proposals
Using the scorecard results as a guide, the Panel discussed the evaluation of new 2LD proposals.

The Panel discussed a methodology for evaluating the proposals.

It was agreed that the proposals listed below should not be recommended at this time, largely due to failure to address the selection criteria and/or lack of supporting information. The Panel noted that none of these proposals are inherently ineligible, and in principle, all of them could be further developed and refined and then re-submitted for consideration under the new process.

The Panel distinguished the remaining proposals - catholic.au, conf.au, research.au and uni(versity).au - on the grounds that they provided more substantive supporting information and addressed the selection criteria better than the others.

It was agreed that the proposers of catholic.au, conf.au, research.au and uni(versity).au be invited to attend the next Panel meeting, to discuss the issues raised in the Interim Report as they are of relevance to each proposal. The purpose of the discussion would not be for the Panel to "examine" the proposers, or for the proposer to "sell" their proposal to the Panel. Proposers would be under no obligation to attend.

The Panel\'s draft recommendations on all new 2LD proposals will be released for public consultation after the 14 January meeting.
