This document is the Terms of Reference for auDA’s New Names Advisory Panel, approved by the auDA Board on 8 April 2002.
Purpose
The purpose of the New Names Advisory Panel (NNAP) is to evaluate proposals for new Second Level Domains (2LDs) in the .au domain space, and provide recommendations to the auDA Board following a public consultation process.
Activity and Outcome
1 auDA will issue a call for proposals for new 2LDs in the following
categories:
1.1 Proposals for new open 2LDs
1.2 Proposals for new
closed 2LDs
1.3 Proposals for new geographic 2LDs
1.4 Proposals
for re-activating the existing conf.au and info.au 2LDs
The auDA Board
will specify the selection criteria applicable in each category.
2 The NNAP will evaluate new 2LD proposals using the selection criteria specified by the auDA Board.
3 In accordance with auDA's Advisory Panel Procedures, the NNAP will undertake two public consultations during the course of its work.
4 The NNAP will report to the auDA Board with clear recommendations as to which (if any) of the new 2LD proposals should be adopted, demonstrating how the proposals meet the selection criteria specified by the auDA Board.
5 The NNAP will also recommend a process for future consideration of new 2LD proposals by auDA on an ongoing basis.

Members
The NNAP will consist of up to 20 members other than the Chair. It is intended that the Panel represent the key stakeholders in the Australian domain name system, including the members of auDA, the legal community, the Internet industry, government, business, and the general Australian community. Invitations to propose members of the panel will be issued to a wide range of organisations, and advertised nationally. No organisation other than auDA will be able to nominate a member of the panel as of right. The members of the NNAP will be selected from applicants and nominees by the auDA Board.
Membership of the NNAP is on a voluntary basis.
Chair
The chair of the NNAP will be Derek Whitehead, Director Information Resources, Swinburne University of Technology.
Operations
The NNAP will determine its own operational procedures, subject to auDA’s Advisory Panel Procedures Version 2.3.
auDA will provide secretariat and other operational support to the NNAP.
