I suspect that the reason none of the other registrars have put forward a proposal stems from the same consideration. It would be trivial to put forward a simple proposal for a biz.au or info.au or alike. However, as some have pointed out, there is little need for additional 2LD's simply to extend choice. This may benefit registrars, but be of little real end user value. Instead, NetRegistry would like to propose a new TLD that encompasses more than a simple domain name service. So this is in fact notice that NetRegistry would like to propose a new 2LD (or 2LD's) but cannot due to the restrictive deadline.
