The proposed system brings security for communities and allows them use of their community (geographic) names, to provide economic and social development opportunities within an environment where their names are protected* which has not been possible before now. The logical and equitable model allows for simple navigation to all community sites under the portal system and ensures simple and equitable administration of registering the community (geographic) domains. In addition to this, the OCOS Model ensures that there is a high level of accountability through the independent assessment panel, made up of community peak body organisations and an incredibly fair arbitration and dispute resolution system ensuring any new registrant group fair process. I commend the OCOS proposal, the degree of detail in the proposal, the amount of support from all areas and levels of community and government, and the success of obtaining written commitment from the NSW Government to run a pilot to 'nut out' any fine tuning issues and develop a model ready for successful implementation across the country. The merits of the proposal are many, but I would like to make particular note that OCOS, a small regionally based working group, were not only able to develop such an extensive model as active community members and gain broad based community support, but were able to get all levels of government (regardless of political persuasion, including local government, commonwealth and all states and territories) to agree in writing that the OCOS Model be implemented in a timely fashion for the benefit of all Australian communities. As an active community member I would like to provide my endorsement of the OCOS proposal to auDA and recommend the OCOS model be approved for a staged implementation process as a matter of urgency for all Australian communities, particularly those in rural and regional areas as an essential tool in bridging the digital divide. Our community is currently working on a proposal to introduce a technology and learning centre. I strongly support all measures to ensure that our community is able to use our community (geographic) names, to provide economic and social growth.
