This proposal is not inconsistent with my own commercial state based 3ld proposal. I propose that the 3lds of the type for exapmle: .com.nsw.au, .net.nsw.au, .org.nsw.au, .asn.nsw.au and .id.nsw.au (and the same for other state and territory 2lds) be carved out of the proposed 2ld .nsw.au, (and equivalent 3lds from the other proposed state and territory 2lds) and be granted to another registrar for issuing 4th level names under them to business and associations. (eg acme.com.nsw.au) If Auda doesn't want to release those 3lds at this stage to another registrar, I suggest that Auda at least carve them out of what is issued to the new state geographical names registrar, as that registrar has no need for them in accordance with its submission. I understand that for example the new registrar proposes to issue names such as sydney.nsw.au to an applicant with an interest in Sydney, such as the council or the NSW government. It does not appear to be part of their business case that they would issue the 3ld .com.nsw.au to anyone at all. Even if it did want to do that, it would not significantly affect its proposal if it were denied 5 possible 3lds out of the many tens of thousands of sensible 3lds it could issue in each state and territory. The suitability of using my proposed 3lds later for the purpose I propose could then be debated in due course. Regards Stephen Gethin.
