The "geographic name" restriction has not, sofar, been enforced properly
see:
  melbourne.com.au  Postcode 3000
  melbourne.net.au  Postcode 3000
  sydney.com.au     Postcode 2000
  noosa.com.au      Postcode 4567 I think.
  ...

This makes the restriction less than "fair" as there are those with the ability 
to register these domains (somehow dispite the restriction) and the rest of us...  
I do believe local councils (or business bureaus?) should be the only ones allowed 
to register such domain names, at worst when the domain name goes to auction 
local councils should get first right of refusal.
