I would be happy for you to include the comments between the lines
below:

4.6 in the current policy states that "it is necessary for WHOIS data 
to include a contact email address for the registrant" going on to 
list two reasons.  I do not believe that these reasons make it 
necessary for the email address to be publicly available. Whilst the 
email address should certainly be provided and verified during 
registration, a simple application of technology can allow for the 
registrant to be contacted through their email address, in the case of 
the two reasons given, whilst not making the address public.
