I recall a member of that committee likening domain name transfer to a mobile phone contract. Domain names are nothing like that. To add to this case Telstra are insisting that a registrant transfer their domain name(it's costing the registrant more under this competition model) to another registrar if Telstra are to host their site or email this is the sort of abuse of market power this policy is having. As a member of Auda and an accredited registar I side with the registrants who have taken the time to comment. I hope change is in the wind.
