BUT if the domain does not fall within the 90 day window, the Registrant is forced to pay yet another registration fee together with dealing with an array of emails confirming their request. The current system provides options for consumers that are inconvenient and unreasonable in cost. Domain passwords should be given substance and accepted as confirmation by a Registrant requesting a transfer. If the policy is to be fair to registrants, the 90 day window for transfers should be significantly increased. There should also be no loss of registration time. The domain name registrant should not be forced to enter into a new two year registration term simply because they choose to change Registrars. If a consumer chooses to change insurance companies, upon cancelling their original policy they would receive a refund and then re-insure with a company of their choice. And yet, with the .au domain industry, when changing registrars, not only do Registrants not receive refunds for unused time, they are forced to double up and pay their registration fee again, which is ridiculous. The current Transfers (Change of Registrar of Record) Policy provides an additional income stream for auDA and Ausregistry. It restricts, costs, and is of very little benefit to Australian consumers.
