The restriction on geographic names in com.au and net.au should be removed

My reasoning for this is I have a customer who wants to register a domain name, 
for their business, which is their surname, and their surname also happens to 
be an obscure little town in outback Western Australia.

If the restriction was removed, the client could register the .com.au domain that 
corresponds to their surname/business name.
