It would appear that a locality is any name listed by Australia Post as having a postcode. However it would appear that not all names listed by Australia Post are in fact localities. This came to light when I tried (unsuccessfully) to register a domain in the name of my business. My business is known as, and is registered as The Grange. However there is a locality in Brisbane called Grange (postcode 4051). So far no conflict, however Australia Post has a delivery area called The Grange listing the same postcode. The Grange is not a place name or locality but merely an area defined by Australia Post as a delivery area. The name The Grange is not listed in any printed material issued by Australia Post but does appear in the web database. I am sure there are many other similar examples which have the possibility of restricting ones use of a name.
