Regarding your specific questions:

 - how much data should be disclosed on WHOIS? 
The existing policy is acceptable.

 - is the WHOIS query limit (20 per hour) appropriate? 
Yes.

 - should bulk access to WHOIS data be permitted in certain circumstances? 
The extent of privileged access for law enforcement officers should be clearly 
stated in the policy.
